If you would like to start a group, add the proposed group name to list on the group page. Then create a corresponding group page that clearly explains the reason for the group, who is the group leader, and what mailng list or group software (e.g. Google groups, Yahoo groups, etc.) is used for the group to communicate.

It’s easy, though. Click the ‘Login’ button at the bottom of the page, then click ‘Register’ and follow the instructions.
Once you have received your password, come back, sign in, and create your profile page.
